We have been compelled to create a permanent armaments industry
of vast proportions, the acquisition

perpetrated this notion of parity, that we had
to keep up with the Russians, we had to outstrip them, we had to make more bombs
than they did. But the fact is, if the United States
had 100 atomic bombs, and the Soviets
had 110 atomic bombs, the deterrent effect
would still hold. One bomb was enough
to cause a world catastrophe
