to our two Candidates, Police Chief Fred Wilkes
and Philip Banks. Tonight's debate will be
90 minutes long. Candidates will have one minute
to answer each of my questions and then 30 seconds
for rebuttals. We will begin with opening
statements by the Candidates. By virtue of a coin toss, Mr. Banks will make
