are actually the Russians. At the beginning of the 20th
century, Finland was part of the Russian
Empire and building a railway line across Sweden and Norway
exposed both countries to a potential threat. In peacetime, you hope for the best. But in the back of everybody's mind was the fact that this railway line
could be used in a time of war and they needed a get-out clause
