elections ending in zero are more consequential because it's a census year
and we redistrict every state legislative seat
and congressional seat following the census. Vann: The census provides
an estimate of how many people are in every state,
and every county, and every block. As per the constitution,
in order to keep up with population shifts,
they build new state and congressional districts. In 80 percent of all states, it's the state legislatures
that play the key role in redistricting
