I've been in contact with
the City Planner's office in Arlington. Laurel Vistas is an
80-year-old property that's had 7 different owners
in the last 10 years alone. It's racked up more code
violations in that period then I have time to read out. But several involve water
damage near a retaining wall in the basement that backs
onto the Potomac Aquifer. That water could take
