of each of the accused is underway. Shigenori Togo became foreign minister
in Prime Minister Tojo's cabinet in 1941. He opposed armed conflict
with the United States, but failed to persuade others
and eventually agreed to war in the cabinet's crucial final vote. Mr. Togo,
it is a fact, of course, that as foreign minister
and member of the cabinet, had you refused to agree, war could not have been
lawfully brought about by Japan by the Tojo cabinet.
