Churchill's ambassador to the Polish government
in exile, Owen O'Malley, wrote his own report, which came to some
uncomfortable conclusions: "There is now available a good deal
of negative evidence, the cumulative effect of which is to throw serious doubt
on Russian disclaimers of responsibility
for the massacre." Churchill sent the full report
to Roosevelt with the following notes: "I should like to have it back
when you've finished with it, as we are not circulating it
officially." The people who ordered
and carried out this massacre were never brought to justice, but eventually in 1990, the eighth and last leader
of the Soviet Union, Mikhail Gorbachev,
did accept responsibility for his country's role
in the tragedy. Solidarity is a universal value that is becoming fundamental for progress and human survival
