[narrator] They chose to repeat this successful meeting. Newfoundland was to be the first of nine face-to-face conferences. The Atlantic Charter was signed on September 24, 1941, by the USSR and the nine exiled governments of occupied Europe: Belgium, Czechoslovakia, Greece, Luxembourg, the Netherlands, Norway, Poland, Yugoslavia, and by the representatives
of General de Gaulle of France. It's an important document
in that it sets out these aims
for the post-war world, and in many ways,
what it's doing is it's picking up
where the United States left off after World War I
